At the Sandusky County Board of Developmental Disabilities, services that fall under the Quality Assurance Area include Individual Quality Assurance Reviews and Provider Compliance.

Quality Assurance Reviews

The Quality Assurance Specialist complies with the State, Federal, and local regulations concerning the review of services chosen by those individuals receiving certain waiver services.  Quality Assurance reviews are an important component of supporting individuals with disabilities.  A Quality Assurance Review entails looking at seven key areas, which include Choices & Options, Personal Satisfaction, Housing, Community Membership, Health, Personal Income, and Safety. These reviews provide the opportunity for individuals to express his/her concerns regarding the services that he/she receives.  Additionally, the individual can discuss potential changes to his/her Individual Service Plan.  Quality Assurance reviews are able to determine the person’s level of satisfaction of the services provided, examine the relationship between the service providers and the individual receiving services, and can evaluate the effectiveness of the supports provided to the individual. 

Another valuable component of these reviews is obtaining input from the providers, guardians, Service and Support Administrators (SSAs), and family members regarding their view of how services are going, as well as input on how services could be further improved. The outcome of the Quality Assurance reviews is two-fold:  First, to ensure that individuals are receiving the waiver services they chose and that basic health and safety needs are being met, and second to determine that the choices requested by individuals receiving services contribute to a valued lifestyle for the individuals.  

The Quality Assurance Specialist conducts formal reviews of both residential and day programming services.  There are different types of reviews that are conducted depending upon the type of services an individual receives.

*      Full reviews are conducted at least once every three years for all individuals receiving residential services: (Supported Living, Individual Options Waiver, Level One Waiver, and Day Array Services).

*      Special Quality Assurance reviews are conducted on an “as requested or needed” basis.

Provider Compliance Reviews

Provider Compliance Reviews are conducted as prescribe by the Ohio Department of Developmental Disabilities (ODDD), or as a result of a complaint, a Quality Assurance Review, or a Major Unusual Incident.  All Certified HCBS Waiver Providers are subject to Provider Compliance Reviews.   The focus of the Provider Compliance reviews is to verify that Certified Waiver Providers are maintaining the standards and qualifications of each waiver service for which the provider is certified. The Quality Assurance Specialist works with providers so that they meet all state mandated requirements.
